WHO to combat smoking

Italy has ratified the WHO, the World Health Organization, 2003 on combating smoking. With this signature, said a statement from the Ministry of Health is approaching the possibility of raising the ban on the sale of cigarettes and tobacco to minors under 18.


The WHO Framework Convention on Tobacco Control was adopted by the Assembly in 2003. The law of ratification, the number 54 of 2008, was published in the Official Journal of 17 April 2008, thus concluding a long administration.

The ratification of the WHO Convention - said the ministry - "represents another important step forward for Italy as a way to combat smoking of tobacco which, among other things, has placed our country among the first in the world to implement effective strategy for a 'smoke free'. "

The implementation of the Convention - this is the opinion of the Ministry of Health - will give new impetus to prevention of smoking, the tobacco control strategy must be comprehensive and multi-sectoral interventions and policies including not only the health aspects but also social, economic and trade of tobacco. The objective of the WHO treaty in fact, as stated in the Convention itself, is "to protect present and future generations from the consequences of tobacco consumption and exposure to tobacco smoke by establishing a framework of measures for tobacco control applied by the parties interested in regional, national and international levels ".

The guiding principles of the Convention provide for the initial information given to each person on the implications for health, addiction and the risk mortality associated with exposure to active and passive exposure to tobacco smoke, a political commitment to develop and support national, regional and international multi-sectoral measures to combat tobacco use and protection of passive exposure to tobacco smoke, encourage the economic conversion of tobacco farmers and workers involved in the production of products derived from it, the participation of civil society to achieve the objectives of the Convention.

The measure gives ample scope for interventions to reduce demand for tobacco through financial measures and fiscal measures to protect against exposure to tobacco smoke in enclosed places; measures on the regulation of the composition of tobacco products and information on products and packaging and labeling of the same. also important to education, communication, training and public awareness, recognizing the importance of a comprehensive ban on advertising and sponsorship of tobacco.

The Convention also indicates the measures to be taken to reduce the supply of tobacco with particular regard to the fight against illicit trade in derivatives, but also to prevent sales to minors and for minors. 16 In fact, it is stated that every country is obliged to adopt and implement effective legislative, executive, administrative or other effective measures at government level to prohibit the sale of tobacco products to persons who have not reached the age laid down in national law or established by national legislation, or the age of eighteen. "With the ratification of this Convention, then - says the Ministry of Health - opens the way for a possible legislative change that would raise to 18 years the ban, in line with the threshold age of legal majority in our country and with the recommendation WHO.

Some significant parts of the measure, then, are dedicated to protecting the environment and human health; the civil and criminal liability, including compensation, for research, surveillance and exchange of information on tobacco control, including at international level.
